  1. IMLI 27th Graduation Ceremony

    The IMO International Maritime Law Institute (IMLI) held its 27th annual Graduation Ceremony on Saturday 28 May 2015 at Malta Maritime Museum. The Ceremony is the culmination of a very intensive year of studies in all the areas of international maritime law, including international law of the sea, shipping law, marine environmental law, international maritime security law and maritime legislation drafting. The Ceremony was presided over by Mr. Kitack Lim (Secretary-General, IMO). Many other distinguished personalities were also present, including Honourable Joe Mizzi (Minister for Transport, Malta), Honourable George Vella (Minister for Foreign Affairs, Malta), H.E.   2. THE NIPPON FOUNDATION CHAIRMAN DR. YOHEI SASAKAWA RECEIVES IMO INTERNATIONAL MARITIME PRIZE

    The IMO bestowed Dr. Yohei Sasakawa (Chairman of The Nippon Foundation) the IMO International Maritime Prize for 2014, during a ceremony held on 23 November, following the first day of the 29th session of the IMO Assembly. The Prize presented to Dr. Sasakawa is in recognition of his contribution to the work of the Organization. Therefore, in presenting the Prize to Dr. Sasakawa, Mr. Sekimizu highlighted his longstanding dedication to maritime education and training through the initiatives of The Nippon Foundation and its generous support to both the World Maritime University (WMU) and IMLI. In this respect, IMLI notes with pride the joined programme entitled Human Resources Development Project for the Advancement of a More Effective Global Legal Order for the Oceans which was officially launched in 2004 by Dr. Sasakawa during his visit to the Institute. Over the last eleven years, the Foundation’s generous funding has enabled the training of 116 lawyers from 54 countries from around the globe and established two teaching positions within the Institute. The International Maritime Prize is awarded annually by IMO to the individual or organization judged to have made the most significant contribution to the work and objectives of the Organization. In awarding the prestigious Prize, the IMO Council recognized Dr. Sasakawa’s personal commitment to the development of future maritime leaders and his contribution to the enhancement of safety and security in vital shipping lanes.    

  3. THE NIPPON FOUNDATION PROFESSOR DELIVERS THE COURSE ON THE LAW OF TREATIES

    Professor Malgosia Fitzmaurice, The Nippon Foundation Professor on Marine Environmental Law, between the 9 and 10 November, delivered the course on ‘The Law of Treaties’ to the IMLI Class 2016/2017. She discussed in detail treaties as a source of public international law; the concept of a treaty in international law; the means to express consent to be bound by a treaty; and issues on interpretation of treaties. As a world expert in the field, Professor Fitzmaurice’s method of teaching enabled the students to easily understand a difficult subject. They greatly benefited from her expertise and were very much appreciative of the practical examples with which she enriched her lectures. This course is a core topic within the subject of Public International Law. Professor Malgosia Fitzmaurice holds the Chair of Public International Law at Queen Mary, University of London, where she also teaches public international law at both undergraduate and postgraduate levels. Her main interests and specialties include the law of treaties, jurisprudence of the world court, and international environmental law. Professor Fitzmaurice was in 2011 appointed The Nippon Foundation Professor of Marine Environmental Law at IMLI. She is one of the main editors of The IMLI Manual on International Maritime Law. Professor Fitzmaurice also serves as Editor-in-Chief on a variety of international law books, namely the International Community Law Review and Queen Mary Studies in International Law.   4. MEMBER OF THE NIPPON FOUNDATION SCHOLARSHIP COMMITTEE LECTURES AT IMLI

    Mr. Masamichi Hasebe (member of the Nippon Foundation Scholarship Selection Committee, and Member of the IMLI Governing Board) visited the IMO International Maritime Law Institute on 7 March 2017 and gave a lecture on the ‘Arctic Continental Shelf Claims’ to the IMLI Class of 2016– 2017. Mr. Masamichi Hasebe began his lecture by explaining in detail how climate change has led to the fast warming nature of the Arctic Ocean with a record ice retreat in 2007 and consequently having a far-reaching economic, environmental, and security-related consequences for the coastal States. He also noted that the effect of climate change on the Arctic Ocean has made it resurfaced, from a peaceful and stable arena for growing intergovernmental and non-governmental cooperation since the end of the Cold War to a region of global geopolitical relevance with increased international attention. Mr. Hasebe examined the implications of climate change leading to the decline of ice and opening of new frontiers for competition over natural resources. The melting of the ice has also opened up new navigation routes for ships and other potential opportunities such as hydrocarbons exploitation, mining and transportation. Furthermore, the Class learned that the melting of the ice has led to overlapping continental shelf claims by the Arctic coastal States and thus a potential source of dispute among the concerned States.   5. Nippon Foundation Scholar is awarded the IMO Secretary-General’s Prize for Best Dissertation

    Lt. Liliana Díaz Medina (Mexico) was awarded the IMO Secretary-General’s Prize for Best Dissertation during the Institute’s 28th Annual Graduation Ceremony held at the Malta Maritime Museum, Vittoriosa, Malta on 27 May 2017. The Prize was awarded by His Excellency Mr. Kitack Lim (Secretary-General, IMO) who presided over the Graduation Ceremony. Lt. Díaz Medina’s dissertation, entitled ‘The Effectiveness of Current International Ship-Boarding Provisions to Combat Crime at Sea’ enquires whether the current international ship-boarding provisions are effective enough to successfully combat crime at sea. She analyses the legal impact on the implementation of international ship-boarding provisions to foreign vessels as a mechanism to fight against crime at sea and the operational and legal challenges in exercising the Right of Visit. She uses real case studies and her personal experience as a military legal advisor to the Mexican Navy. Lt. Díaz Medina’s dissertation was supervised by Professor Norman Martínez (Associate Professor, IMLI). Her studies at IMLI were made possible thanks to the generous funds of The Nippon Foundation. Dissertation is a research work undertaken by students on topical issues mainly in maritime law and the law of the sea as a partial fulfilment of the requirements for the award of the Degree of Master of Laws (LL.M.) in International Maritime Law.

  6. Nippon Foundation Scholar is awarded the Sasakawa Prize for the Best Performing Nippon Foundation Scholar

    Mr. Deshon Jahrel Griffith (Barbados) was awarded the Sasakawa Prize for the Best Performing Nippon Foundation Scholar during the Institute’s 28th Annual Graduation Ceremony held at the Malta Maritime Museum, Vittoriosa, Malta on 27 May 2017. The Prize was awarded by Mr. Masamichi Hasebe (Senior Legal Counsel, The Japan Association of Marine Safety). The Prize (the Sasakawa Prize for the Best Performing Nippon Foundation Scholar) is awarded to a student who registered the overall best performance amongst the Nippon Foundation sponsored scholars for the academic year. Mr. Griffith, the winner of the Prize for the 2016-2017 academic year, is a Maritime Law Enforcement Officer of the Barbados Defence Force. He was one of the twelve students sponsored by the Nippon Foundation for the 2016-2017 academic year.

  7. Nippon Foundation Scholar is awarded the Professor Walter Müller Prize for the Best Maritime Legislation Drafting Project

    Ms. Nayomi Malina Kahawita (Sri Lanka) was awarded the Professor Walter Müller Prize for the Best Maritime Legislation Drafting Project during the Institute’s 28th Annual Graduation Ceremony held at the Malta Maritime Museum, Vittoriosa, Malta on 27 May 2017. The Prize was awarded by Hon. Anglu Farrugia (Speaker, the House of Representative of Malta). The Prize  is awarded to the student whose Maritime Legislation Drafting Project is adjudged best for the academic year.  Ms. Nayomi Malina Kahawita, the winner of the Prize for the 2016-2017 academic year, is a State Counsel of the Attorney General’s Chambers of Sri Lanka. Her studies at IMLI were made possible thanks to the generous funds of The Nippon Foundation.

  8. IMLI commences its 29th Academic Year

    The IMO International Maritime Law Institute (IMLI) welcomed on Monday, 16 October 2017 its 29th generation of students who will pursue studies in international maritime law. This academic year will witness an unprecedented record number of students attending the Institute’s various programmes. Fifty-four students have registered for the 2017-2018 academic year, of which forty-two students have enrolled in the Master of Laws (LL.M.) programme in International Maritime Law, seven students have enrolled in the Master of Humanities (M.Hum.) programme in International Maritime Legislation, and five students in the Advanced Diploma programme in International Maritime Law. The M.Hum. programme, which was launched last year to assist Governments in training their officials who hold a degree in a discipline related to international maritime law, has been very well received by the international community as demonstrated by the number of government officers pursuing studies in the programme. The newest IMO Member States to register their presence on IMLI’s global map are Cambodia and Canada who will be represented for the first time in the Institute’s Master’s programmes. Further, IMLI is pleased to announce the enrollment of the  first student,  Ms. Oyindamola Temitope Banjoko (Nigeria), into the joint Master of Philosophy (M.Phil.) programme in International Maritime Law and Ocean Policy launched by the International Maritime Law Institute (IMLI) and the World Maritime University (WMU).  Ms. Banjoko will spend the first year of the two-year programme (2017-2018) at WMU, Sweden.   9. Mrs. Sandra Munduru Ulanga’s thoughts on IMLI

    INTRODUCING Mrs. Sandra Munduru Ulanga, an alumnus of the IMLI Class of 2015 (LL.M. Distinction) and the recipient of the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC) Marine Environment Law Prize. Sandra, as she is very fondly called, is currently the Transport Regulations Officer at the Ministry of Works and Transport, Government of Uganda. HOW SANDRA CAME ABOUT SELECTING IMLI? When asked on why she selected IMLI, Sandra said that she was introduced to IMLI by her immediate Supervisor, the Assistant Commissioner then in charge of water transport in the Ministry and now the Commissioner of the Maritime Administration, who, in early 2014, had attended the Technical Committee’s Session at IMO. At the IMO Technical Committee Meeting, he had met Officials from IMLI who had made a presentation about the Institute. On his return, he received in his email the call for applications which he forwarded to Sandra who had just joined the Ministry and had discussed with him her intended career path. Sandra researched on IMLI and maritime affairs as she was relatively new to the field having worked in aviation regulation and noted that, “The more I researched, the more I fell in love with the field.   10. EXECUTIVE DIRECTOR OF THE NIPPON FOUNDATION VISITS IMLI

    Mr. Mitsuyuki Unno (Executive Director, The Nippon Foundation) paid an official visit to the IMO International Maritime Law Institute on 24 October 2017. He was accompanied by Ms. Mao Hasebe (The Nippon Foundation, Ocean & Maritime Program & Strategy Team, Social Innovation Program Division). Mr. Mitsuyuki Unno (Executive Director, The Nippon Foundation) and Professor David Attard (Director, IMLI) with the IMLI Class of 2017-2018 Mr. Unno was received by Professor Attard who introduced him to the Institute’s resident faculty, staff and students. Professor Attard said that he was very pleased to welcome Mr. Unno again to the Institute. He informed Mr. Unno that the number of the Nippon Foundation Scholars in the current academic year is the highest so far and that he hopes that the co-operation between the Institute and the Foundation will continue to grow. Mr Unno was also informed about the growing interest among IMO member States and other individuals and entities in the Institute’s programmes, as demonstrated by the unprecedented number of applications received for the 2017-2018 academic year which resulted in the biggest intake of students since the Institute’s inception.   11. IMLI-NIPPON FOUNDATION ALUMNI APPOINTED AS CHAIRPERSON OF THE PACIFIC WOMEN IN MARITIME ASSOCIATION

    The Pacific Women in Maritime Association appointed Ms. Mavis E.V. Joseph (Legal Risks & Audit Officer with the Maritime Safety Authority of Fiji), a graduate of IMLI (Class of 2014-2015), as the Chairperson of the Association. In an interview with the Fiji Sun online news, Ms. Joseph acknowledged that what gave her the confidence to take on the appointment was, amongst others, the education and training she received at IMLI. Ms. Joseph was one of the ten scholars awarded the prestigious Nippon Foundation scholarship at IMLI for the academic year 2014-2015. She was the only candidate from the Pacific region that year. In her dissertation titled ‘Climate Change and its Implications for the Resettlement of Small Island States: A Case Study on the Republic of Fiji and the Republic of Kiribati’, Ms. Joseph argued that besides the global initiatives to reduce the effect of climate change, the international community should consider developing realistic legal solutions to deal with the emerging issues, such as resettlement of States when the need arise. Her maritime legislation drafting project, ‘Maritime (Bunker) Regulations 2015’ which won her the Professor Walter Miller Prize for the Best Maritime Legislation Drafting Project, will implement the International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001 into the laws of Fiji in 2017, with the industry consultation currently underway.   12. CHAIRMAN OF THE NIPPON FOUNDATION ADDRESSES THE INAUGURATION OF THE GLOBAL OCEAN INSTITUTE

    The WMU-Sasakawa Global Ocean Institute was inaugurated on 8 May 2018 in the presence of many dignitaries who included Mr. Kitack Lim (IMO Secretary-General), Ms. Isabella Lövin (Deputy Prime Minister and Minister for International Development Cooperation and Climate, Sweden), Dr. Yohei Sasakawa (Chairman, The Nippon Foundation), and Dr. Cleopatra Doumbia-Henry (President, World Maritime University).   13. The IMLI Treatise on Global Ocean Governance

    The IMLI Treatise on Global Ocean Governance is a result of the IMLI – Nippon Foundation Project on Global Ocean Governance as a follow-up to the address of Dr Yohei Sasakawa (Chairman of The Nippon Foundation) to the International Maritime Organization (IMO), where he mentioned the need to establish a new framework for ocean governance that will effectively solve the problems of the oceans and ensure that our finite oceans are passed on to the future generations. Thus, the IMLI Treatise is designed to assess the current state of ocean governance to ensure that proposals on the same are based on reliable information. To guarantee its reflection of the latest state of global ocean governance, fifty-eight (58) leading experts were chosen to contribute to the Treatise on the basis of their eminence and expertise.   14. SECOND ANNUAL COURSE ON THE LAW OF PORTS TO COMMENCE AT IMLI

    The Institute`s second annual Course on the Law of Ports will commence on 1 February 2021. Part A, which is “Introduction to the Law of Ports” will commence in February 2021 and conclude in March 2021.   17. DELIMITATION OF MARITIME BOUNDARIES COURSE

    DELIMITATION OF MARITIME BOUNDARIES COURSE The IMO International Maritime Law Institute (IMLI) wishes to bring to your attention its Course on Delimitation of Maritime Boundaries which will commence on 8 April 2021. The delimitation of maritime boundaries continues to be a major source of friction between States due to maritime claims. In boundary-making, sensitive questions are raised in relation to State sovereignty, sovereign rights, jurisdiction, and title to valuable natural resources and economic activities- The IMLI Course on Delimitation of Maritime Boundaries is designed to provide a comprehensive introduction to, and an analysis of, the boundary-making process and the alternatives available to States, including any provisional arrangements. This Course would be of immense benefit to persons representing their governments in judicial and arbitral fora, in government departments involved in the drafting, review, and negotiations of boundary agreements or provisional arrangements, and private practitioners who handle such maritime claims.
